Can my old oil tank be the cause of my oil flow problems?

Yes. There are many problems such as icing, no cold flow, copper gelling, microorganisms and sludge and varnish. As always moisture is the enemy and storage tanks must be kept free of water. If your tank is over 20-years old you should be replacing it.
